Turkey Announces Protectionist Measures against Imports of Textile and Clothing Goods from China
Turkey, as a WTO Member since 26 March 1995, also had to remove all quotas on textiles and non-textile products by 1 January 2005 pursuant to Article 9 of the WTO Agreement on Textiles and Clothing. Although it seems that Turkey is willing to comply with its WTO commitments, Turkey has decided to introduce certain protectionist measures in order to protect its textile industry from imports originating in Chinese mainland.
On 23 December 2004 Turkey decided to take safeguard measures in the form of quotas against 42 categories of Chinese textile products (as provided for in the table below). The categories of products covered by the quota include ladies', men's and children's clothing as well as home and bath textiles. The quota is reported to have entered into force on 9 January 2005. The measures adopted by Turkey will protect the textile industry -- one of the key industries in Turkey, against the invasion of Chinese textile products after the quota system authorised under the WTO Agreement on Textiles and Clothing lapsed.

In the meantime, China has, however, been invited to consultations in an attempt to solve the issue through dialogue. In case China cannot positively resolve the problems raised by Turkey, Turkey will be able to take further action and impose safeguard measures on Chinese mainland imports. The recent introduction by mainland China of export tariffs on several domestic textile products as of 1 January 2005 may contribute to settle this matter with Turkey and avoid an increase in protectionist measures against Chinese textile products in other countries.
In addition to the safeguard investigation, Turkey has initiated an anti-dumping investigation against textile products from mainland China. On 10 December 2004 the Turkish investigating authorities commenced an investigation on woven pile fabrics and chenille fabrics from China (CN code 5801) as published in the Turkish official gazette. The investigation may last one year, but it can be extended up to eighteen months in special circumstances.
Another investigation initiated on 7 June 2004 by the Turkish investigating authorities targeted similar textiles products from mainland China such as textile fabrics impregnated, covered or laminated with polyurethane -- Leather substitute (CN code 5903.20). Chinese mainland's products other than textiles have been highly targeted by Turkish investigating authorities as the following table below reveals.
